License Requirements
The USCG Operator of Uninspected Passenger Vessels (OUPV/Six-pack Captain's License) allows the holder to carry up to six paying passengers on uninspected vessels up to 100 gross tons (about 75-90 feet long). These are usually smaller vessels that normally engage in charter fishing, SCUBA diving, or tour cruises. As such, these vessels are limited to six paying passengers plus crew-hence the term "Six-Pack." The OUPV License is issued in three forms:
OUPV Inland License, OUPV Great Lakes & Inland License, and OUPV Near Coastal License.OUPV Inland License: The OUPV Inland License is restricted to operation shoreward of the boundary line, excluding the Great Lakes. This license is valid on uninspected vessels to 100 gross tons. This license requires at least 360 days of documented experience in the operation of vessels, with 90 of the 360 days occurring in the last three years. Experience gained prior to 16 years of age will not be counted. The OUPV Inland License can be upgraded to an OUPV Near Coastal License once 90 days experience seaward of the boundary line has been achieved.
OUPV Great Lakes & Inland: Same requirements as OUPV Inland License except with a total of 360 days with at least 90 days service on the Great Lakes.
OUPV Near Coastal: This license is valid on vessels up to 100 gross tons and out to 100 nautical miles. The OUPV Near Coastal License also requires at least 360 days of documented experience in the operation of vessels, 90 of which must be gained seaward of the boundary line. Ninety of the 360 days must be in the last three years. Experience gained prior to the age of 16 will not be counted.
Note: Sea service experience can be counted on your own vessel. A Sea Service Form and proof of ownership are required. Experience on other people's vessels can also be counted. In this instance, to verify experience claimed and vessel details, a completed Sea Service Form with the owner's signature must accompany the application.
Additional Requirements Include:
You must be age 18 or over to qualify for Operator of Uninspected Passenger Vessel (OUPV) licensing.
You must obtain a Transportation Workers Identification Credential (TWIC) - Available online.
Physical and eye exam-Available through Captain Jack's Boating School LLC affiliated physician or a physician of your choice.
Drug Test-Available through Captain Jack's Boating School LLC affiliation with Lab Corp & Quest Labs, or a laboratory of your choice.
CPR/First Aid training-Available through Captain Jack's Boating School LLC or the approved facility of your choice.
Successful completion of the Captain Jack's / 3B's Captains Class USCG-approved OUPV/ Six-Pack classroom course.
No testing at the USCG Regional Exam Center is necessary. All testing is done at our facilities. Upon successful completion of the course, the student studies the materials and takes a proctored exam in the classroom. Once the student passes our multiple-choice exam, he or she will receive a Certificate from 3B's Captains School, recognized by the United States Coast Guard. Simply submit, within one year, a copy of the original Certificate along with your application package and applicable fees to the USCG Regional Exam Center. Upon their approval of your package, the United States Coast Guard will send out the original license.
Captain Jack's Captains Course Refund and Cancellation Policy
Captains License Course full payments and deposits are refundable if the student cancels at least 30 days prior to their scheduled course start date. Because courses are often full, any cancelled seats will be offered to students on a waiting list. In the event that a refund is required, all refunded amounts of over $100.00 will be issued by check and will be provided through the U.S. mail.
Students that do not cancel at least 30 days prior to their course start date may transfer to any future scheduled course at any of our locations. There is no refund option if cancellation does not occur at least 30 days prior to the scheduled course start date. If for any reason a student is unable to complete a course that they have already started, the only remedy will be to reschedule the course to a future scheduled date and location.
Should any course, before or after commencing, need to be shut down for reasons beyond our control, there is no refund option. In this event, we will make every attempt to continue and/or relocate the course as soon as possible; however, the only remedies available to students will be to continue the course once it has reopened, continue the course at the newly established location, or reschedule to a future date and location.
Captain Jack's Boating School LLC reserves the right to cancel any course. Students will be given as much notice as possible. If we do cancel a course, students have the option of transferring to another scheduled course date or receiving a full refund.
Additional Refund and Cancellation Policy Due to Covid-19 and CDC Requirements
Due to CDC requirements, we have been forced to limit our class sizes. For this reason, we must turn away prospective students once a scheduled course is deemed to be full. Be advised: Any student that fails to show up for their scheduled course without proper notice (as outlined above) will forfeit any and all payments/deposits that they have made.
