Offering the best of both worlds, our Blended Online/Classroom OUPV ("6-pack") Course combines a self-paced online/home learning component with 16 hours of in-person classroom review and instruction. Students are given full access to our online catalog of presentations, videos, and quizzes to learn the course material on their own time. Instructors are available by phone or email (NO TEXTS) to answer questions and offer assistance throughout the online portion of the course. When students complete the online portion of the course, they will contact Captain Jack's to schedule a Review & Test-out Session, including an extensive review of the course material, hands-on plotting instruction, and a four-hour testing period (20 hours in total) at one of our Coast Guard approved classroom facilities.

TEST OUT IN A COMFORTABLE CLASSROOM SETTING
Our Blended Online/Classroom OUPV ("6-pack") Course combines an online classroom program with 16 hours of in-person review & instruction. There are four final exams (Rules of the Road, Navigation, Deck, and Plotting) which are administered, in-person, on the last day of the student's Review & Test-out session. The Deck and Navigation exams consist of 50 multiple choice questions each and require minimum scores of 70% to pass. The Rules of the Road exam consists of 50 multiple choice questions and requires a minimum score of 90% to pass. The Plotting exam consists of 10 multiple choice questions and requires a minimum passing grade of 90%.
Students that successfully complete the online portion of the course will receive an online completion certificate which must be emailed to Captain Jack at capt.jackg@yahoo.com when scheduling their Review & Test-out Session. Students that provide a valid online completion certificate and successfully complete the in-person portion of the course (100% in-person attendance and passing scores on all four final exams), will receive a Certificate of Completion issued by 3B's Captains School, which must be presented to the U.S. Coast Guard along with a completed application package for an OUPV license.
The OUPV Captains License, more commonly known as the "6-pack" license, is our basic captains license course and the prerequisite for the Master Upgrade and/or Assistance Towing Endorsement courses. An OUPV license is required for experienced mariners that operate uninspected fishing charters, dive boats, sightseeing boats, ferries, and sailing charters. An OUPV license is required for anyone operating a vessel with six (6) or less passengers for hire. A Master Captain Upgrade is required for anyone operating a vessel with more than six (6) passengers for hire.

OUPV Licensing Requirements
The USCG Operator of Uninspected Passenger Vessels (OUPV/Six-pack) Captains License allows the holder to carry up to six (6) paying passengers on uninspected vessels up to 100 gross tons. These are usually smaller vessels that normally engage in charter fishing, scuba diving, or tour cruises. As such, these vessels are limited to six (6) paying passengers plus crew, hence the term "Six-Pack." The OUPV License is issued in three forms:
- OUPV Inland License
- OUPV Great Lakes & Inland
- OUPV Near Coastal
OUPV Inland License: The OUPV Inland License is restricted to operation shoreward of the boundary line, excluding the Great Lakes. This license is valid on uninspected vessels up to 100 gross tons. This license requires at least 360 days of documented experience in the operation of vessels with a minimum of 90 of those days occurring in the last three years. Experience gained prior to 16 years of age may not be counted. The OUPV Inland License can be upgraded to an OUPV Near Coastal License once 90 days experience seaward of the boundary line has been achieved.
OUPV Great Lakes & Inland: This license requires at least 360 days of documented experience in the operation of vessels with a minimum of 90 days service on the Great Lakes.
OUPV Near Coastal: This license requires at least 360 days of documented experience in the operation of vessels with a minimum of 90 days seaward of the boundary line in the last three years. This license is valid on vessels up to 100 gross tons and out to 100 nautical miles.
Note: Sea Service experience can be counted on your own vessel. A Sea Service Form and proof of vessel ownership are required. Experience on other peoples’ vessels can also be counted. In this instance, to verify experience claimed and vessel details, a completed Sea Service Form with the owner's signature must accompany your application.
Additional Licensing Requirements Include:
1) You must be at least 18 years of age to acquire an Operator of Uninspected Passenger Vessels credential
2) You must acquire a Transportation Workers Identification Credential (TWIC)
3) You must undergo physical and eye exams
4) You must undergo USCG pre-employment drug testing
5) You must complete USCG-approved First Aid/CPR/AED training
6) You must successfully complete a USCG-approved OUPV training course
No USCG Regional Exam Center testing is necessary. All testing is done at our facilities. Once students complete the required in-classroom time and pass our multiple-choice exams, they will receive a Certificate of Completion from 3B's Captains School. OUPV Certificates of Completion must be submitted to the USCG within one year of their date of issuance, along with the application package and proof of payment of required USCG fees. Upon approval of the application package, the United States Coast Guard will issue the OUPV Captains License credential.
